This free Great Scientist and the rate they'll gain them later make Babylon an obvious choice for a Science Victory. If you pursue other goals with them, there's a leader better. Nebuchadnezzar II is a strong commander but he can further benefit from the 20% damage / defense bonus and 50 rage per second for 3 seconds when paired with Cyrus the Great. Which means Nebuchadnezzar II can generate rage fast enough to maintain high uptime on his active skill to deal consistent splash damage. The Complete Civilization V Experience!
